7. The following persans shall be cunsidnred as guilty of
infractions cf this chulation:
(a) In respect of foreign-going ships 0035m or recnliting
vessels the master or the cfioer on duty at flic tim: of the
infraction;

8. The penalties prescribed in Article 6 preceding may be
adjudged withant prejndioe to any claim for damas dm: nmy arise
out of any infraction of unis Regulation and be pumled before file
Competent Court.
